The City Attorney serves as General Counsel and Chief Legal Advisor to the City Commission, City Manager, all City Departments, and the various boards and agencies of the City, with the exception of the Community Redevelopment Agency.
As further provided in the City Code of Ordinances, the City Attorney prepares or approves contracts and other legal instruments; represents the City in litigation; and performs such other duties as may be required by City ordinance or resolution, or by the laws of the State of Florida.
Scott Shirley has served as the City Attorney since November of 2014, and is the President and managing shareholder of the Tallahassee Law Firm of Ard, Shirley & Rudolph, P. A.
Scott has worked extensively in the areas of general local government, government in the sunshine, public official liability, comprehensive planning, zoning, developments of regional impact, local land development regulation, code enforcement, utility regulation, environmental compliance, water policy, consumptive water use permitting, NPDES permitting, air quality permitting, mining regulation, coastal permitting and storm water regulation.
